For 20 years people have been predicting commercial mobile devices would replace radios. In the real world, carrier based user equipment is a wonderful supplement to radios, and nobody is going to risk their life on a cellphone, including on FirstNet, which relies on AT&T. I appreciate that NFPA did its best to come up with a generic model code which encompassed both technologies, but it causes confusion. ERRCS is a Part 90 radio system using high power portable radios with fixed transmit power communicating with high sites which are often a great distance from a building. ERCES is better suited to a Part 22 carrier based network, using low power user equipment communicating with nearby macro sites, and which has adjustable transmit power controlled by the network. The in-building systems for ERRCS (Part 90 radio) and ERCES (Part 22 carrier) use very different in-building technologies and it's a mistake to lump them together. Someone made the comment that the term is settled. Codes evolve, which is why we have update cycles. While one committee of code-writing participants have a "settled" opinion, time passes and we learn through experience, then we update codes to better address issues experienced in the real world.
