Building houses is a business! Now, I'm not familiar with the application for a resource consent in this case, and, if it turns out that the applicant has intentionally misled the Council, then there could be a case for revisiting the approval...however (from the developers point of view) this is about the best way of maximizing the return on capital invested in this project. Why don't developers build "affordable" housing (generally speaking)? Because there is almost no money in it and the risk is much higher. You (whoever "you" might be) can bang on about the need for more "affordable" housing but whose money are you talking about using? Affordable housing is a market construct based on unequal outcomes.
