Debates on exercising jurisdiction in the maritime domain take place under the heading of MARITIME SECURITY and focus primarily on legal discussions on freedom of navigation and defence against targeted offences against the legal order by third parties, e.g. #piracy, #kidnapping and #armed #attacks. It concerns human #trafficking, drug and weapons #smuggling, #illegal fishing and the legal hurdles for boarding ships under foreign jurisdiction or embarking private maritime security providers – not to forget #migration affairs and #environmental challenges. However, these debates do not address issues of protecting the rule of law at sea in the absence of state law enforcement agencies. The recently published ICAO Doc 10171 – Manual on a Comprehensive Strategy for Combating Human Trafficking in the Aviation Sector provides a brief but far-reaching overview of the intersection of human trafficking and the aviation sector. It emphasizes on the importance of partnership and collaboration with Government, multi-agencies, victim-centred and trauma-informed law enforcement, NGO’s and other public and private stakeholders to increase victim identification, share information and maximize their collective impact in combatting human trafficking. Kenya Airways secured a high-level consultative meeting on 31st August 2023 for partnership with government for a multi-agency approach to discuss an effective strategic framework that complements Kenya Airways initiative. The meeting was critical because Kenya Airways action plan will require to be underpinned by a multi-agency approach to achieve the goal of combatting human trafficking in the aviation sector. A follow up meeting was held on 28th February 2024 at the Office of the President (Harambee House) where the stakeholders shared their milestones since the last meeting and discussed at length on future initiatives and how these can be achieved in line with the Kenya’s National Plan of Action for Combatting Trafficking in Persons 2022-2027 (Prevention, Protection & Prosecution). #endhumantrafficking #icao #kenyaairways #iata

PNG's ineffective border security has resulted in the smuggling and possessions of contrabands such as guns or gun parts, and drugs' by locals situated along the borders of PNG. The locals on the borders later trade these illegal items with mostly highlanders for marijuana or for money. These illegal traders and smugglers use bush tracks as their highway in order to avoid being apprehended. As a result, we see an increase in the possession of high powered riffles/firearms by locals especially in the highlands. In international relations term, there has to be a balance of power between two or more possible rival parties. One has to protect herself from the other by matching its powers against the powers of the other side. Now that we have seen our Engan brothers and sisters going through tribal unrest, the mindset of balance of power will be the same in either of the waring parties. This will now mean that the need to acquire more weapons will be on the rise, thus leading to an increase in the smuggling and trading of contrabands, especially guns, and further lead to more casualties during tribal wars. Therefore, one way reduce casualties in tribal wars in the highlands is to practice effective border protection/security and monitoring. Tough penalties should be given to those who are illegally smuggling contrabands such as drugs and firearms. It that way, we can be able monitor and control the amount of illegal weapons pouring into our highlands region. If we cannot stop tribal fights, lets limit the number of casualties by maintaining a strict border control in order to reduce the number of high-powered fire arms going into the highlands illegally. #bordersecurity #tribalconflicts #smugglingofcontrabands
