Normally this Authority resides with the Secretary of Defense but it was delegated down. Why you ask? As part of our ongoing #cheatsheet series, the Aerospace Industries Association did a rundown of the major elements of the strategy. Perspective - Unlike the U.S. National Defense Industrial Strategy (NDIS), the EDIS pays little attention to partners outside Europe. While a focus on strengthening defense industrial base capabilities is always welcome, especially in Europe, we must also recognize that industrial base cooperation and manufacturing relationships are not confined to one region. Our sector is a global industrial sector with global reach, and any industrial base strategy must recognize the inputs from global partners. It's just the reality of global trade. A stronger ‘defence centre’ a big theme of today in the defence world. Two significant announcements, including a new procurement challenge and integration function in Strategic Command to drive adoption of emerging multi-use capabilities and a bold new Military HQ concept and new leadership structures outlined by Labour Party (UK)’s John Healey. Welcome and sensible announcements on the surface but unless this has real political capital and buy in linking back to the #defencecommandpaper then this will fail as other defence re-organisations have done. Culture eats strategy for breakfast after all. Additionally, the procurement use cases in the Integrated MOD procurement model are powerful examples of agility in defence acquisition in action to bring on stream new technologies but they lack the transparency of the funding routes taken, the SROs, the lead project delivery vehicles - all area which make it hard for new market entrants in defence and something that still needs to be addressed to diversify the industrial base fully. Disappointing lack of discussion around the ecosystems and clear routes to market to make this happen. 🇬🇧 MBDA and the UK Ministry of Defence have renewed their strategic partnership on complex weapons for a further decade, with a renewed Portfolio Management Agreement (PMA). Known as #PMA2 and worth at least £6.5 billion, the agreement will deliver battle winning complex weapons to the UK #ArmedForces faster, at lower cost and with greater agility. PMA2 will also support jobs, skills and industrial investment in the UK. PMA2 will build upon the many successes of the past decade and enables better #collaboration with allies across Europe.

The UK Ministry of Defence (MoD) released the Defence and Security Industrial Strategy (DSIS) on 22 February, a new defence procurement strategy developed in collaboration with defence practitioners and industry stakeholders. Under the strategy, the MoD aims to enhance collaboration and innovation across uncrewed systems for its armed forces, and a defence governance mechanism to support these deliveries will also be established. The DSIS focusses on capability development and acquisition, with the aim of achieving operational advantage across air, land, and maritime systems. The strategy is expected to guide defence practitioners and industry on how the MoD will link R&D, manufacturing, and platform adaptation for uncrewed systems. However, the strategy does not list out concrete procurement plans. DOT – The State Operator For Non-Lethal Acquisition collaborates with NATO's defence procurement agencies. As for now, we established effective cooperation with DALO (the Danish Ministry of Defence Acquisition and Logistics Organisation), FMV (the Defence Materiel Administration procures, develops and delivers equipment and services to the Swedish defence), and Expertise France (the French international technical cooperation agency). I believe that for Ukraine, continuous communication with international partners is crucial. We need to learn from them, and importantly, they have something to learn from us. With our colleagues from Denmark and Sweden, we exchange experiences in process and project management for procurement. With France, our cooperation focuses on export control. An interesting insight - both Swedish and Danish focus on the real need of the armed forces rather then buying the nomenclature identified. What we aspire to achieve is build long-term relations with the market. We are aiming to sign long-term contracts, just like our international colleagues. Together with partners we will be searching for new approaches to build acquision efficient and flexible to be able to operate in emergency conditions.
