Sam Houston State University paper – “Who’s in charge of OT security” The Institute for Homeland Security at Sam Houston State University published my paper -Whos_in_Charge_of_OT_Security.pdf (ihsonline.org). CISOs have traditionally been responsible for cyber security of enterprise IT networks excluding the control system (operational) assets which were under the purview of the engineering organizations. After the 2006 Gartner Research paper that coined the term “OT”, the CISOs have been given the additional responsibility for cyber securing OT assets without a firm understanding of the technical constraints of OT systems. Unfortunately, that change frequently has resulted in OT systems being operationally impacted by employing network cyber security technologies and testing that worked for IT but not OT inadvertently impacting control system reliability. In many cases, CISOs or their organizations have excluded engineering organizations from participating in OT cyber security which has caused further organizational chasms between the engineering and network security organizations. Consequently, the purpose of the paper is to address the question of which team in the organization should oversee OT cyber security to maximize security effectiveness and minimize potential inadvertent operational impacts of OT systems. https://lnkd.in/gs4KiQRV

A major new research programme from the University of Bristol, University of Oxford, and Lancaster University is set to address the grand challenge of providing cybersecurity at societal scale, following £6.8 million in funding from the Engineering and Physical Sciences Research Council (EPSRC). The SCULI (Securing Convergent Ultra-large Scale Infrastructures) programme will bring together experts from the Department of Computer Science, alongside counterparts at Bristol and Lancaster, to forge a pioneering new approach to delivering cybersecurity. While cybersecurity for components and systems is currently built and tested at small scale, before being upscaled, the SCULI programme, led by the University of Bristol, aims to transform this approach, by designing solutions to work at scale, bringing new levels of predictability and safety. With the UK revealed by a recent House of Commons inquiry as one of the countries most at risk of cyber-attack, Sadie Creese, Professor of Cybersecurity and department lead on the programme, said: ‘With the UK facing unprecedented risks to its critical services, the SCULI programme promises a crucial and timely shift in the scientific approach to the cybersecurity of large-scale infrastructure. Interested to learn more about the role of human related factors in the security context? An interesting recent publication by Sanaa Alwidian, Ph.D., EIT, an assistant professor at Ontario Tech University Engineering and member of the Ontario Tech University - Institute for Cybersecurity and Resilient Systems, proposed a framework to model and characterize the different aspects of human-related factors of requirements engineering teams, and the correlation between the impact of these factors on the quality of the elicited security requirements. Yesterday, I successfully defended my cybersecurity doctoral dissertation at Marymount University. I would like to thank my committee members, Dr. Donna Schaeffer, Dr. Andrew Hall, Dr. Felix Olowononi, Ph.D., CISSP, and Dr. Roberto Cavazos for their guidance and support throughout my doctoral journey. My research focused on the need for greater cyber diplomacy in least-developed countries (LDCs) to achieve the UN Sustainable Development Goal 9 (SDG 9) targets a, b, and c. Coupling digital access with cybersecurity literacy and state cyber strategies is crucial to maximize awareness and reduce user victimization from malicious cyber actors. I'll be conducting further research on this and other cybersecurity topics. **Cyber Diplomacy - use of diplomatic tools to address issues arising in and through cyberspace. Those issues span a range of security, economic, and human rights topics, including international cybersecurity standards, internet access, privacy, internet freedom, intellectual property, cybercrime, state-sponsored cyber conflict and competition, and the ethical use of digital technologies and trade (Goldman, 2020).

U.S. National Science Foundation announced a five-year $67 million investment establishing the Safeguarding the Entire Community of the U.S. Research Ecosystem (SECURE) ($50 million to University of Washington and $17 million to Texas A&M University). Research security is a concern because some foreign entities attempt to unethically — or even unlawfully — access and use U.S. research. As mandated in the "CHIPS and Science Act of 2022," the NSF SECURE Center, led by the University of Washington with support from nine institutions of higher education, will serve as a clearinghouse for information to empower the research community to identify and mitigate foreign interference that poses risks to the U.S. research enterprise.
