The House and Senate both took steps towards directing an independent study on how the DoD generates the Cyber forces it needs for the current and future national security challenges the U.S. faces in cyberspace. There may be a lot of differing opinions on the "how", but I think there is nearly universal agreement on the importance of a robust U.S. cyber capability. It was 2018 and an amendment had just come into force to DOD acquisition regulations.
