A government decree issued today, July 03rd, introduces the direct power purchase agreement (DPPA) mechanism, allowing renewable energy producers to trade directly with large electricity consumers. This groundbreaking move enables rooftop solar power projects, wind power, and biomass energy projects to bypass Vietnam Electricity (EVN) entirely. The decree permits direct power trading through two options: private transmission lines or the national grid. Renewable energy producers such as solar, wind, small hydropower, biomass, geothermal, ocean waves, tidal, marine currents, and rooftop solar systems can all participate, provided they hold the necessary electricity operation licenses or are exempt from licensing. Trading via private transmission lines allows renewable energy producers and large consumers to negotiate purchase agreements, with any excess electricity sold back to EVN. Consumers also retain the flexibility to purchase electricity from EVN or other retail providers. Yesterday, the Government of Ukraine made significant strides towards the development of distributed generation with the adoption of three pivotal decisions: 1. **National Renewable Energy Action Plan for the period up to 2030:** The approval of this plan sets ambitious goals for renewable energy development. By 2030, the plan aims to increase the share of renewable energy sources in various sectors, such as heating and cooling systems, electricity generation, and the transport sector. 2. **Annual quota for renewable energy auctions:** A total quota of 110 MW was approved, including allocations for Solar Power Plants (SPPs), Wind Power Plants (WPPs), and other sources like biomass and biogas. The auctions will take place in October-November 2024, with the aim of providing long-term state support to participants. 3. **Terms and conditions for holding tenders:** New terms were approved for the construction of generating facilities and demand-side management measures. The total capacity of the tender is set at 700 MW, with specific requirements for facility capacity, commissioning dates, and purchase prices per MW. Decree on Direct Power Purchase Agreement On 3 July, the Government of Vietnam issued Decree No. 80/2024/NĐ-CP on Direct Power Purchase Agreements (DPPA), enabling direct electricity transactions between renewable energy producers with at least 10MW capacity and large electricity consumers averaging over 200,000 kWh per month. The decree introduces two models for transactions: Physical DPPA, which enables direct power sales through private connection lines, and Virtual DPPA, which uses forward contracts facilitated by the national grid operated by Vietnam Electricity (EVN). This decree aims to advance a competitive power market in Vietnam, addressing power shortage concerns among foreign investors and manufacturers. It offers opportunities for renewable energy adoption, including solar, wind, small hydropower, biomass, rooftop solar, and storage systems. The Ministry of Industry and Trade has established a task force to oversee the Decree’s implementation and manage potential challenges, e.g., pressure on the national grid’s resilience due to increased integration of renewable energy sources.

Germany has achieved a new record high, raising its renewable energy share to 58% of its electricity consumption in the first half of 2024 with wind, solar, biomass and hydropower. In fact, 24% of the 58% came from onshore wind generation, according to the Center for Solar Energy and Hydrogen Research in the south-western state of Baden-Württemberg (ZSW) and the German Association of Energy and Water Industries (BDEW). 🗞️ Obstacles in renewable energy to be removed #vietnam 👉 Due to delays 85 renewable energy projects with a total capacity exceeding 4,730 MW will not qualify for preferential pricing mechanisms by the end of 2021 in response, the government will hold a conference on Saturday 19/10/2024, to tackle the challenges and obstacles facing these projects. 💥 in 2018 the national power supply network had only eight renewable energy projects including wind, solar & biomass totaling 414MW Now there are 256 projects including rooftop solar with over 22,000 MW installed accounting for about 27.5 % of the total capacity promoting renewable energy is vital for environmental protection climate change adapt and economic growth in several localities. 💫 while renewable energy projects have shown positive results some shortcomings have emerged the government inspectorate has identified planning and investment violations in certain projects therefore authorities are addressing these issues while also working to remove obstacles and facilitate project operations. 🤝 The Ministry of Industry and Trade has worked with EVN to issue a circular on electricity pricing and develop a transition mechanism. However effective solutions to the challenges facing renewable energy are still lacking making a coordinated approach from state agencies.

BREAKING NEWS — Vietnam: The long-awaited mechanism for corporate power purchase agreements has now been formally issued! New Regulation: - The Vietnamese government has introduced a decree enabling the direct sale of rooftop solar power and other renewable energy sources, bypassing the state utility, Electricity of Vietnam (EVN). 🔌 Mechanism: - The DPPA mechanism facilitates direct transactions between renewable energy producers and large electricity consumers. - Two pathways are outlined: via private transmission lines and the national grid. Private Transmission Lines: - Eligible renewable energy sources include solar, wind, small hydro, biomass, geothermal, wave, tidal, marine current energy, and rooftop solar systems. - Projects must be licensed or exempt under specific regulations. National Grid: - For direct sales through the national grid, projects must have a capacity above 10 MW. - The decree specifies transactions via the spot market and sales through EVN, with market prices determined by wholesale market dynamics. Purchaser Requirements: - Organizations and individuals using power for production at 22 kV or higher and consuming at least 200,000 kWh per month can participate. - This threshold is lower than the previous draft, which required a minimum of 500,000 kWh.
