This morning, the City of Fort Walton Beach, FL publicly posted an Invitation for Bids (ITB) #24-005 - Replacement of Lift Station #22, to secure a licensed contractor for construction related to the installation of a new lift station wet-well within, above-ground valve box and associated gravity sewer main. A MANDATORY pre-Bid meeting is tentatively scheduled for April 2, 2024 at the City Hall Annex Building at 10am. A site visit will follow, directly after the meeting. Maryland Transportation Authority spokesman announces Industry Forum for Key Bridge Rebuild MDTA invites all Maryland Transportation Builders & Materials Association members to a forward-looking virtual forum on May 7, 2024, at 2:00 p.m. This pivotal gathering will focus on the innovative rebuilding of the Key Bridge using the Progressive Design-Build process. At the forum, MDTA representatives will be discussing the RFP and providing insight on goals, content and structure, detailing collaborative opportunities and project scopes. Participants will gain insights into how they can contribute to this major infrastructure project, including steps to become certified as a Maryland Disadvantaged Business Enterprise. Registration is now open at KeyBridgeRebuild.com. This is a prime opportunity for all contractors, consultants, and subcontractors to engage directly with MDTA staff, who will provide comprehensive presentations and be available to answer questions about the project delivery methods, procurement processes, and DBE opportunities. The economic case is supposed to be about finding a preferred option that offers the best public value from a long list of potential options, some of which won't be engineering solutions. This RFP however, suggests that the economic case is only about documenting the engineering assumptions that support a decision that has aleady been made and not an objective assessment of which option is best public value. "This RFP relates to the purchase of consultant services to deliver via an interim rapid delivery, an economic case to support a single stage business case, parking management plans (where required), traffic resolution support, concept, developed and detailed design documentation (including design reports), tender and construction issue documentation for the Harbour Quays Rapid Transit Bus Interim Project." And goes on to say: "The options assessment report is being completed in parallel to this tender process, outputs will be issued as an NTT as they become available." By the way I have no issue where an organisation chooses to make a strategic political decision to invest in a project, but I do take issue when they then try to retrofit the evidence to suggest the business case proves they made the best economic, commercial and financial decision.

Progressive Design-Build Gaining Traction in Highway Construction American DBE Magazine The Progressive Design-Build (PDB) delivery method increases cooperation and collaboration between project owners and the design-build team selected to complete a project…The PDB process brings the owner, architects, engineers, and the construction contractor together at the beginning of the project to determine the optimal design based on input from all team members. "Design-build projects save money, save time, and produce higher quality," Lisa Washington, executive director and CEO of the Design-Build Institute of America, said.
