While I can't speak to MA, I have dealt with some of these same issues in an adjacent state. They were a problem long before Covid, but just got magnified. It's not uncommon to for a state to not be able to afford a matching system to ensure UI stays current with Corrections, SSA, Medicaid, IRS and child support enforcement. But they usually find people to do it manually. It's slow and inaccurate, and this is what happens when the system gets overloaded. Ultimately it ends up costing the agency more in labor than if they fixed the problem in the first place. They also aren't setup to recover fraudulent payments on a large scale.
