The Department of Telecommunications ( DOT ) is expected to issue a demand note to telcos this week for payment of spectrum they bought in the just-concluded spectrum auction. The auction lasted for two days spanning seven rounds and witnessed the sale of 141.4 MHz of radio waves for Rs 113.4 billion. In all, 10,500 MHz of radiowaves used for mobile services worth over Rs 962.38 billion were placed on the block during the auction. The Austrian regulator recently completed an auction for spectrum in the 3.5 GHz and 26 GHz (mmWave) bands, raising Euro 24.7 million in the process. An interesting feature of the auction was that operators were permitted to "switch off" the frequencies between midnight and 5:00am in order to reduce energy demands, provided there was no degradation in service. The regulator highlighted that this was motivated by the desire to hit environmental and energy targets. Many mobile operators are failing to deliver returns above the cost of capital and so reducing energy costs is one way in which returns can be improved. Power typically accounts for between 5 to 12% of the monthly opex for a macro site and so reducing energy consumption can benefit returns whilst also reducing environmental impacts. Whilst the mobile industry will welcome any initiatives to improve financial performance the Austrian initiative is unlikley to make a material difference. This is partly due simply to the scale of the financial challenges facing the industry but mainly because operators already manage network power to minimise costs whilst meeting any coverage and QoS obligations and so the initiative is unlikely to create much in the way of change. The initiative is welcome, but much more needs to be done if the industry has sufficient financial incentives to invest and innovate.

New from me: German spectrum regulator the Bundesnetzagentur (BNetzA) confirmed yesterday that it will extend spectrum licences in the bands by five years to 2030, instead of holding an auction. The regulator says it has opted for an extension so it can eventually auction the bands alongside spectrum in other bands where licences are due to expire in 2033. The proposal also includes concessions for the country’s emerging fourth operator 1&1. BNetzA says it will require the three national MNOs to share at least 2 x 5 MHz of sub-1 GHz spectrum with 1&1 and to continue existing roaming agreements with the operator. 1&1 has spent years arguing that an auction was necessary. The operator, which does not hold any sub-1 GHz spectrum, says its lack of access to low-band spectrum puts it at a disadvantage. The Pakistan Telecommunication Authority (PTA) has scouted the renowned US based international consultancy firm, National Economic Research Associates (NERA), to provide consultancy services for the upcoming 5G spectrum auction in light of their technical expertise and competitive financial bid. The PTA aims to complete the 5G spectrum auction by April 2025. NERA, having accepted the letter of intent (LOI) as per official sources, will play a crucial role as it begins valuing the spectrum, determining base prices, and preparing recommendations for the auction process within 60 working days. The consultancy firm will also compare Pakistan's existing spectrum assignments with regional practices and suggest a phase-wise auction of paired and unpaired spectrum in various bands. NERA's report will include a detailed analysis of per MHz spectrum prices in both USD and PKR for different spectrum bands, with future projections for the next three years, considering both demand and supply factors. Additionally, the report will explore innovative payment options, such as flexible/dynamic installment plans, and propose various scenarios for per MHz pricing, payment terms, and rollout obligations. Through this consultancy, the PTA is working to ensure improvement for Next Generation Mobile Broadband Services in the country through an efficient 5G spectrum auction. #DigitalPakistan #TechUpdate
