Very proud to see my joint paper with Andrea Conte and Francesco Molica published in the Journal of Common Market Studies. 🎯 We have developed a novel indicator to measure how fast European territories were able to spend their allocated #CohesionPolicy budget and then explore the drivers of this financial performance ➡ Financial absorption is heterogeneous across EU Member States and across thematic areas ➡ The governance model of EU programmes is a significant factor explaining financial performance ➡ A decentralised (or regional) governance model has a negative effect on the speed of absorption compared to territories under a national (centralised) model. A final study on 𝐚𝐛𝐬𝐨𝐫𝐩𝐭𝐢𝐨𝐧 𝐫𝐚𝐭𝐞𝐬 𝐨𝐟 𝐂𝐨𝐡𝐞𝐬𝐢𝐨𝐧 𝐏𝐨𝐥𝐢𝐜𝐲 𝐟𝐮𝐧𝐝𝐬, prepared for the European Parliament, is available online. We provide an analysis of absorption rates as of the end of 2023, across funds, countries and regions. We also provide an analysis of absorption drivers and obstacles. 𝐒𝐥𝐨𝐰 𝐚𝐛𝐬𝐨𝐫𝐩𝐭𝐢𝐨𝐧 of funds, for example due to delays or limited 𝐚𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐜𝐚𝐩𝐚𝐜𝐢𝐭𝐲, may jeopardise the achievement of a programme strategy and an adequate selection of projects, leading to unsatisfactory results. We recommend improving absorption by mitigating implementation obstacles rather than replacing #CohesionPolicy or weakening its territorial dimension. The chart shows the number of programmes, the share of multi-fund programmes over domestic allocations and the type of programmes (regional, national, both) by country. This diversity reflects, amongst other things, the different size of allocations, institutional settings, or funding strategies in each MS.

Next Tuesday, the 24th of September at 11.00 am we wait for you at our webinar focused on the current debate in preparation for the MFF 2028-2034 in connection with the EU enlargement process. If the Enlargement is in the strategic interest of the EU, the MFF should secure sufficient resources for it. During October 02 - 04, experts from the Croatian Ministry of Finance visited us as part of our collaboration with the Netherlands National Academy for Finance and Economics. The focus was on improving External Quality Assessment of Internal Control, addressing data reliability, further validation and development plans. The mission led to recommendations for improving the self-assessment process and planning future pilots. And we are on the road to the 4th International Conference on Financing for Development (#FfD4) in 2025! This week, the Elements Paper of the FfD4 came out. This is the base document that will guide governments negotiations for a renewed financial agenda under auspices of the UN. Earlier this year, I joined the Finance, Integrity and Governance (FIG) Initiative of the UNDP, where we co-create a knowledge space separate from but in support of government's FfD4 negotiations. I am happy to see that the FfD4 Elements Paper incorporates topics that have also been addressed in our two FIG symposia: - 🌐 international tax cooperation; - 🤑 illicit financial flows (IFFs); - 🧑💻 professional "enablers" of tax abuse and IFFs; - 💸 public debt arrangement. Today marked the inaugural European Policy Committee (EPC) meeting with our new chair, Hilde Niezen!
