ADB Innovations in Information and Communication Technology‑Enhanced and Competency-Based Education: Experience from Gansu Province, People’s Republic of China [15 July 2024] https://lnkd.in/gDKcv5cT or https://lnkd.in/gU7Ezn96 This brief shows how prioritizing technology-enhanced competency-based primary education can help the People’s Republic of China (PRC) narrow the rural–urban divide and produce the skilled workers needed to drive a knowledge economy. Based on an ADB-led project in the northwest Gansu Province, the brief assesses the need to ramp up teacher capacity and promote a mindset shift away from standardized tests toward a skills-based curriculum. It recommends increasing investment in higher quality technology infrastructure and support for primary schools, expanding project-based learning, and leveraging digital tools to boost efficiency.

The Evolving Landscape of Education in China: Where Are We Headed? In recent years, the education system in China has seen significant reforms, with policies aimed at reducing student pressure, promoting vocational education, and shifting focus toward holistic development. While these changes are meant to create a more balanced and inclusive learning environment, they’ve also sparked debates among educators, parents, and policymakers. From the "double reduction" policy aimed at lessening the academic burden on students, to restrictions on private tutoring, the landscape is changing rapidly. As these reforms continue to shape the future of education in China, one has to ask: 1. How are these policy shifts impacting educators and their role in shaping future generations? 2. Today, I reflect on what it takes to build a resilient institution in the higher education space, as I attend the Education Collaborative East Africa Hub Convening in Dar es Salaam. The ability of an institution to develop its adaptive capacity comes first. This continuous process involves forward thinking, using evidence to inform decisions, building a culture of innovation and change and in the process growing savings and asset base. Human capacities, governance and technology adoption are critical pillars in building adaptive capacity.

In the current digital age, Generative AI has transformed the future of the education and the education of the future. The upskilling of digital skills has been inevitable as Educational Technology is a critical enabler of learning. As education officers aka teachers, the upskilling of digital skills includes formal and informal learning through group discussion, team meetings, Community of Practice (COP) and on-the-job training at the team level. Based on the Ministry of Manpower, the definition of a mature workforce cum mid-career employee is age 40 and above. The Singapore Education Officers are also a mature workforce. In the year 2022, the age profile of Education Officers 40 years old & above was 59%. I am very thankful to Singapore Teachers' Union (STU) and Mike Thiruman, the General Secretary for publishing my research study in their members' newsletter. According to UNESCO 2024 #Education Monitoring report, ""#digital #technology is rapidly transforming many aspects of society and the economy in Southeast Asia and is beginning to leave its stamp on education. Three conditions need to be met for technology's potential to be fulfilled: equitable #access to #technology, appropriate #governance and #regulation, and sufficient teacher #capacity". In our presentation at the 2023 presentation to NORRAG Global Education Centre, we shared how technology has been put to use in the #earlychildhood education sector in Vietnam.

We are daily becoming more conversant with the application of ICT Information Communication Technology in the learning environments and space making it almost impossible to achieve anything in any field of life. Thus, students especially in this generation are exploring every platform, technology, new technological inventions to get things done and make their educational system and progress a successful one. As the saying goes ‘the end justifies the means. Understanding the relevance, ease and convenience that digital communication has always and will continue to provide, all in the educational system are fast embracing the endless opportunities it ICT provides. More so, in the midst of these numerous opportunities according to the givers of knowledge (Lecturers and the receivers of knowledge (students), are notable obstacles that comes with the features of ICT and users to the learners and learning environment. This research (unpublished) titled ‘Assessing the Impact of Digital Media and Other Identified Factors on Academic Performance: Academia and Student Perspective’, highlights these negatives and positive impacts of the engagement of ICT in the tertiary institutions in Nigeria exploring in-depth methodological approaches for a better and rational conceptual understanding and analysis of the employability in a formal learning environment according to essential stakeholders.
