An interesting analysis of where the UK is heading. A reduced tax base and capital flight is never a good thing and just puts greater pressure on HNWs intent on remaining. Options such as Portugal's Golden Visa program are useful as they provide an exit strategy, especially when coupled with good tax planning.
As I told Charlotte Gifford of The Telegraph, not only are the Non Doms bolting, but so are HNW UK domiciled taxpayers. The later because of additional concerns about IHT and capital gains....specifically an Exit Tax! The UK is one of the few G20 countries which do NOT have an Exit Tax (i.e. deemed disposition for capital gains purposes) upon becoming non-resident for tax purposes. In contrast to a Wealth Tax, an Exit Tax is: a) Easy to implement and enforce; b) A "one and done" so there is no concern about refunds if the assets lose value in the future; c) Has proven workable in a number of countries over a long period; and d) Seen to be politically palatable as it captures the capital gain that the individual experienced while living in the country. While various groups are pushing a Wealth Tax, I think that Rt Hon Rachel Reeves will find an Exit Tax an easier tax tool to reach for in her toolbox of options.
