Radon in Building Code I keep hearing from various sources that some regions or building officials are stating radon is not an issue in their area and therefore radon resistant construction isn’t required. This is simply not true and hasn’t been true since at least 2006. If your local building authority advises a builder, they need not build radon resistant, I am confident they do not fully understand radon and the respective code requirements. Take note that this stance does not shelter the builder, or the city from liability. I understand how building professionals may misunderstand but I offer that since Tarion covers radon mitigation for up to 7 years post construction under major structural defect is proof positive that this is required. I can’t imagine Tarion would cover something that is not explicitly in code and I would bet money that they had a team of lawyers review it.

A quick review of public records reveals the following with respect to the Ontario Science Centre: 1. There is an open application with Toronto Building for "sectional roof and deck replacement with new steel deck and new roofing membrane". This was submitted on May 9th. So it seems like plans were already underway to continue to maintain the OSC roof through a program of replacement of roofing sections. The Rimkus report also notes that this has been the ongoing strategy with respect to RAAC roof panels. 2. There are no outstanding Orders from Toronto Building. The City, through the CBO and Toronto Building, is responsible for the enforcement of the Ontario Building Code in Toronto, including the issuance of Orders to Remedy an Unsafe Building. Therefore, the entity responsible for ordering buildings to be vacated in the event of unsafe conditions has not done so. Further therefore, Toronto Building is NOT of the opinion that there are unsafe conditions at the OSC that would justify closing it. So the Rimkus report recommends repair, but not closure. Toronto Building has not ordered the building, or any portion of it, to be closed or vacated. The entities that we trust to keep buildings safe should be trusted. Why has a different position been taken by the Ontario government, despite the expert advice?

There has been a lot of talk recently about differing levels of inspection and some of their prerequisites. Many firms will only complete Level 3 Building Surveys on certain age of properties. Some take into consideration if and how many structural alterations have been made to the property. All good reasons why a Level 3 Building Survey might be required. For us, we look at what it is sometimes an overlooked factor: TIME. How long does it take to complete the survey? If we are looking at a days worth of inspection, then a Level 3 Building Survey is a must. For this property, there were a whole host of issues and problems starting with the bay window wall that had seen better days! We were able to advise the client on all of the issues and he is now in a much more informed position to make the correct decision ✅️👍
