Defence is rapidly becoming the major driver of innovation and manufacturing capability in the West. It's a field where the UK, and South Yorkshire, has great strengths and capabilities. But how prepared are anchor institutions, research establishments and regional political actors to capitalise on this surge in investment - from start ups and spin outs to centuries' old innovators who have been supporting the defence industry since the Crimean War (nothing really changes) Sheffield and South Yorkshire have been the backbone of the UK's defence. Oliver Coppard recognises this. He recently signed the steel charter which would not only preserve but restore the UK's capabilities in the increasingly green manufacturing of domestically produced steel. The massive investment in Sheffield Forgemasters - where Oliver signed the charter -- is testimony to the region's centrality to defence. Its products provide the power behind the tripartite defence alliance known as AUKUS.....Australia, the United States and the United Kingdom. But there are many many other players in this arena in our region. From Castings Technology International who make critical parts for western defence systems and dazzling tech companies like Phlux Technology who manufacture avalanche photodiode infrared sensors and recently signed a major deal with Airbus Defence and Space, Sheffield's metals and materials know-how has been central to our national security.

XTI Aerospace announced this week, it has entered into an agreement with FC Imperial Limited (FCIL), an affiliate of global investment consortium, FinExic Concordia Group, (FCG), for a proposed equity investment of up to USD55 million, reports a press release. I'm sure that Defense Innovation Unit (DIU) is doing important work in its mission to connect Silicon Valley tech companies with the Department of Defense. However, a few questions worth considering: The headline success story of this article is an eVTOL startup that ultimately raised over $2 Billion in private venture capital after its initial work with DIU in 2016, but which currently has no clear use case for the military. Sounds great for the company, but is that really a big win for DoD? Much of DIU's success in implementing 52 projects under Director Raj S., from 2016-2018, came from being able to take advantage of rapid acquisition authorities that allowed the organization to put companies on contract within 60 days. Why is this unique to DIU? Wouldn't we achieve much more if those same or similar rapid acquisition authorities were available to every contracting officer and every Program Management Office? Under its new Director, Doug Beck, whose priority is to "deliver strategic impact," DIU's budget could grow to $1 billion in 2024. But can even that amount make an impact without major DoD procurement reforms? Bill Greenwalt at American Enterprise Institute calls it "putting a Band-Aid on a mortal wound." And from Pete Modigliani of Beacon Global Strategies: "When folks like DIU come in and say, 'Hey, we've found some great companies with some novel technology that are going to have great defense capabilities,' the acquisition professionals often aren't able to react. ... The system constrains them." I appreciate the role of DIU as a facilitator, connecting requirements to commercial technology, and I agree they should be a member of the DoD Innovation Steering Group (how were they not already??). But I believe the same $1B could be used better to support the small business defense industrial base more broadly.
