Industrial action by transportation workers captured headlines this week with rolling strikes in German and French container ports disrupting operations, but it was the breakdown of contract talks between the International Longshoremen’s Association and port employers that is raising anxiety levels among cargo owners on the trans-Atlantic. Regardless of whether an agreement is reached before the contract expires on Sept. 30, there is likely to be considerable sabre rattling by the ILA and that will drive spooked shippers to frontload US imports, if they are not already doing so. If there is a sudden and dramatic increase in volume, cargo owners on the trans-Atlantic could soon find space in short supply and average rate levels taking off with the accompanying challenges of getting allocations honored at agreed prices and avoiding rolling that is being experienced by shippers on the trans-Pacific and Asia-Europe trade lanes. The market from Asia to the US was stronger than expected in October, owing to tighter capacity and roll pools built up before the Golden Week holiday. Space to US West Coast is very tight, especially to Pacific Southwest (PSW) ports. Vessels to US East Coast are also quite full. Carriers implemented a spot rate increase for November 1, and they are eyeing another increase for November 15. Shippers are looking ahead and planning for the January 15 deadline for the extended US East/Gulf Coast labor negotiations. There are still significant obstacles for the union and employers to overcome, including the divisive automation issue. There is the risk of another port strike should the sides not reach an agreement before the deadline. Jeremy Nixon, CEO of Ocean Network Express, has sounded the alarm: "We're preparing now for the 30th of September when we expect that the terminals all along the East Coast will come to a stop."
