It is hard to have the right talent in the right seats to pivot, when needed, if nobody is directly accountable for formulating the 'true' future state. How can you have a true workforce strategy, helping you grow and aquire the right talent, if you don't know what winning looks like beyond today's legacy bandaiding? I write this because what ends up happening, especially in the fortune 100 crowd, is a constant stocking up on skill sets for legacy technology and operating models. The weight of then improving or moving that workforce is so great, it is like trying to sleep with a fourth pound rock on your chest. I am not sure I can even count the times orgs go product with no product skills in house. Or build a modern platform with no one who has deep new app let alone actual ground up platform experience.
