Eduardo Saverin, co-founder of Facebook, renounced his U.S. citizenship to move to Singapore just before the company’s IPO. His goal? To avoid paying nearly $700 million in capital gains taxes on his shares. In response, the United States enacted the “Saverin Law,” designed to discourage wealthy entrepreneurs from leaving the country to evade taxes.

Wow, 14X exit tax.. countries have started exit tax or making the things complex for an entrepreneur , countries are not after fixing tax or improving the business ecosystem. They want to tax you, punish you for being successful.

What he says is absolutely correct. It is blackmail because the government in Germany has made so many bad decisions that everyone who can leave the country does so. Because of this law, "most people cannot."
