Article published in Jalsamvad Magazines July 2024 Topic - India lagging behind in Environmental Performance Index India's inclusion among the bottom five countries in the 2022 Environmental Performance Index (EPI) raises significant questions about the effectiveness of its environmental policies and initiatives. Developed by Yale and Columbia Universities, this index ranks India lowest based on 40 indicators across 11 categories, including climate change, environmental health, and ecosystem vitality. Air and water pollution have become critical issues in India. Industrial waste and untreated sewage contaminate water sources. Development is destroying wildlife habitats and decreasing biodiversity. Although the government has implemented various environmental policies, their expected outcomes are hindered by implementation gaps and inadequate resource allocation. Climate change has increased the frequency of natural disasters such as floods, droughts, and cyclones. This has put pressure on agricultural systems, threatening food security for millions. The absence of robust environmental protection systems and adequate monitoring mechanisms exacerbates these problems. Technological innovation plays a vital role in addressing environmental challenges. Initiatives like the National Clean Ganga Mission and renewable energy projects have leveraged technology. Adopting artificial intelligence, remote sensing, and green infrastructure can enhance environmental monitoring, planning, and management. By embracing innovative solutions, strengthening regulatory frameworks, and fostering inclusive partnerships, India can tackle its environmental issues. Community involvement and granting local communities ownership of cleanliness efforts are crucial. Prioritizing sustainable solutions, such as infrastructure development, sustainable consumption and production, pollution reduction, and conservation of natural resources, is essential. Can reallocating environmentally harmful subsidies (EHS) close the nature financing gap? Global EHS are estimated to be between $1.44-1.87 trillion per annum. Look out for a EHS Playbook to be published shortly by International Institute for Sustainable Development, led by Farooq Ullah. Current finance flows of $200 billion to nature-based solutions are swamped by flows of $6.7 trillion with direct negative impacts on nature, the United Nations Environment Programme Finance Initiative (UNEP FI) finds. Mobilising nature finance has been a key issue under discussion at #COP16. Presently, funding for nature-based solutions is roughly one-third of the $542 billion needed annually by 2030 to meet international climate, biodiversity, and land restoration goals. Reallocating harmful subsidies to nature-based solutions (NbS) could be the key to bridging the gap. However this can be difficult to do in practice: subsidy reform can be politically challenging, as cases in Nigeria and Mexico illustrate.
