While the policy has largely achieved its broader objectives, Inconsistentsy in its implementation has impacted MSMEs in accessing its true benefits. The Indian government continues to be a significant buyer in certain product categories. There is a need for at least a level playing field in government procurement. Current policies exclude MSMEs and startups altogether from the GeM tendering process, resulting in the loss of the basic objective of price discovery. Additionally, many large global assembly operators continue to purchase components from their China/East Asian-based suppliers. For MSMEs and startups, the domestic market remains limited despite the fast-growing indian electronics sector. Most MSMEs need to compete in the global marketplace, and limited resources and scale continue to pose significant challenges for them
Policies of the Government are good but implementation is the real problem. If one collects the statistics of Government and PSU procurement in the 10 year window, it will come to light that hardly 10 Percent of orders were done through Make in India route as officials were always were able to get a route to bypass the policy and support MNCs and foreign brands including Chinese. No official was ever penalised. Had that been done, the scenario would have been different. It is also an issue of National Interest vs Personal interest. Government intentions are good but the same cannot be said about the officials.
Earlier, material including finished goods were directly sourced from China, now it is being routed through neighbouring countries. It is still a Chinese product behind any label you put. How can a domestic manufacturer manufacture something when duty logistics cost and GST is weighing you down. It is a mere eyewash!! Is n't this true?
