Only fool proof solution as below, even it takes time no issue. 1. Manual Ballot paper is best 2. Voters should sign , keep thumb impression & write Voter ID ref in ballot paper 3.The voter who has casted his vote his voter ID to be fed in computer so that no duplicates for that voter ID. Before voting feed voter ID in computer if voted reject ( This is apart from regular booth process) 4. Conduct in phased manner 5. 3 state government+ 3 central government officer in booth 6. All party representative to be in booth. 7.Store Ballot box with full goverment security guards round the clock+ All party members to be there for security in all sides round the clock till counting. Any misuse keep re-election. 8. Room to be sealed. Then we know who has got votes without any doubt.
