I think you say it best in page 42. "It bears repeating: Great waterfronts are not one thing or another. They require a full complement of uses and activities....." Toronto has quite a nice waterfront, which is pretty much the problem with it. It's alright. If it had been more of a post-industrial hellscape, I think we'd have done something more ambitious with it.
