♻️ Packaging Waste Recovery Notes (#PRN) or Packaging Waste Export Recovery Notes (#PERN) were introduced in the 2007 Producer Responsibility Obligations (Packaging Waste) Regulations. Packaging producers with annual turnover over £2m and handle more than 50 tonnes of packaging per year must purchase these notes, issued by accredited recycling processors or exporters. This creates a market-based system where the price of PRNs fluctuate based on supply and demand. 💬 As the previously mentioned reforms on Extended Producer Responsibility (#EPR) continues, this arrangement may be changed in the future.

📦Preliminary Agreement Reached on EUs PPWR (Packaging and Packaging Waste Regulation) 📦 Last week a provisional political agreement on a regulation aimed at addressing the escalating issue of packaging waste within the EU was reached. The primary objective is to not only combat the rising tide of packaging waste but also to streamline packaging regulations and boost the circular economy. Key highlights of the agreement that will impact the load carrier industry include: ⬇ Reduction targets for packaging waste by 5% in 2030 and 15% in 2040. ♻️ Reuse targets for wooden pallets are still set to be 30% by 2030 and 90% by 2040. 🔄 Requirements for incorporating secondary raw materials in plastic packaging. ♻️ Mandate for all packaging placed on the market to be recyclable. Next step is a formal approval from both parties. To be continued.

What is ‘Extended Producer Responsibility’ (EPR) and how it will impact you? EPR is a government initiative that aims to shift the cost of recycling kerbside waste away from local councils to packaging producers and users. Defra have just released some fee guidelines for household packaging, payable by producers and users in 2025 for 2024 consumption. These fees are on a sliding scale so materials that are difficult to recycle such as plastics pay a higher tax, and paper that are easier to recycle pay a lower tax. This is designed to encourage businesses to design and use more sustainable and recyclable products. The aim of EPR is also to reduce 'excessive' packaging which will in turn reduce your financial obligations. Important Update for PIBOs on Plastic Waste Management Clause 11.1: Producers and brand owners must display their name, registration number, and, for carry bags, the thickness of plastic packaging. Environmental Compensation (EC): The EC is tied to the collection rate of plastic packaging waste: • Category I: ₹2,900/ton • Category II: ₹5,000/ton • Category III & IV: ₹7,900/ton Note: Category IV (compostable plastics) has the same EC as Category III due to identification challenges. Stay compliant to avoid higher penalties.

📢 Australia’s waste export rules are changing. From 1 October 2024, waste paper and cardboard exporters will need a licence to export their waste. Similar rules are already in place for waste glass, plastics and tyres. Why all businesses need to wake up to their waste obligations. Under the “polluter pays” principal, all English businesses could see changes and/or increases in the fees payable and practical steps they have to take to deal with their waste, with likely fines for non-compliance on the horizon. 1. Simpler Recycling: The Government’s Simpler Recycling Reforms will introduce mandatory obligations for all businesses to segregate their waste for collection, which will be enforced by Trading Standards. 2. Extended Producer Responsibility for Packaging (pEPR): Building on the current data reporting obligations, all UK businesses that sell goods in packaging or create that packaging will see fees introduced based on the tonnage of packaging they place on the UK market in October 2025. 3. Mandatory Digital Waste Tracking: All businesses in the UK will need to join the Government’s scheme to trace all waste from the moment it is created to the point it is finally disposed of.
