"The US Commerce Department said Friday it has finalized a $6.6 billion government subsidy for Taiwan Semiconductor Manufacturing Co's US unit for semiconductor production in Phoenix, Arizona. The binding contract - after a preliminary agreement announced in April - is the first major award to be completed under the $52.7 billion program created in 2022. It comes just weeks before President-elect Donald Trump, who criticized the program, takes office. In April, TSMC agreed to expand its planned investment by $25 billion to $65 billion and to add a third Arizona fab by 2030. The Taiwanese company will produce the world's most advanced 2 nanometer technology at its second Arizona fab expected to begin production in 2028. TSMC, the world's largest contract chipmaker, is reportedly set to win over $5 billion in federal grants from the U.S. government for its Arizona plant. Bloomberg News reports that the award is yet to be finalized, and it's unclear whether TSMC will tap into the loans and guarantees also on offer from the 2022 Chips and Science Act. TSMC, which makes chips used in Apple's iPhones, has already said it would invest around $40 billion in this plant, which is among the largest foreign investments in U.S. history. The U.S. has been striving to increase domestic semiconductor production through the U.S. CHIPS Act, which provides $52.7 billion in funding, including $39 billion in subsidies for semiconductor production and $11 billion for R&D. The Biden administration recently awarded $1.5 billion to contract chip manufacturer GlobalFoundries under the Act, and the U.S. Commerce Secretary had previously stated that the department plans to make several funding awards within two months. The Department of Commerce and GlobalFoundries have reached a preliminary memorandum of terms (PMT) to provide approximately $1.5 billion to strengthen U.S. domestic supply chain resilience and bolster American competitiveness in current-generation and mature-node semiconductor production. Shortages of some of these semiconductors caused major disruptions during the COVID-19 pandemic, resulting in a particularly acute impact on the availability and price of cars for Americans, as well as the shutdown of automobile manufacturing sites. In 2023, GM and GlobalFoundries announced a strategic, long-term agreement establishing a dedicated capacity corridor exclusively for GM’s chip supply. The agreement called for GF to manufacture for GM’s key chip suppliers at GF’s advanced semiconductor facility in upstate New York. The goal: reduce the number of unique chips needed to power increasingly complex and tech-laden vehicles. With this strategy, chips can be produced in higher volumes and are expected to offer better quality and predictability, maximizing high value content creation for the end customer. Today, the US Department of Commerce announced it is awarding $1.5 billion toward the expansion of GF's production facility in NY state.
