It seems it will be easier for non-EU qualified workers to come to Germany, as yesterday's news from the Portuguese and German Chamber of Commerce and Industry explain below (duly translated to english). As posted a couple of weeks ago, SUA (www.suaarbitration.com) will be happy to give a (legal) hand to those in need.

A new law makes it easier for skilled foreign workers to come to Germany. The second phase of the law came into force on 1 March.
The second phase of the Skilled Workers Immigration Act came into force in Germany on 1 March. Among other measures, it introduces a residence permit for foreigners based on work experience. In the future, citizens of developing countries outside the European Union will be able to work in Germany if they have at least two years' work experience and a professional or higher education qualification recognised by the state in their country of origin.
Interior Minister Nancy Faeser and Labour Minister Hubertus Heil considered the new regulations to be a crucial component in combating the skills shortage in Germany. "We are reducing bureaucratic obstacles and making Germany more attractive to skilled foreign workers," explained Faeser.
Heil, for his part, emphasised that the new regulations would make it easier for skilled workers with professional experience and trainees to come to Germany. The first phase of the new regulations, which aim to facilitate the immigration of skilled workers, came into force in November 2023. The third phase, from June 2024, will include the introduction of a job search opportunity card.
