The National Rolling Stock Procurement Pipeline has been published by ONIRC. It aims to provide an overview of current projects to enable purchasing decisions to be timed to avoid ‘boom and bust’ cycles. It includes information on procurement location, estimated total value, status, timeframe and type, from new fleets to fleet upgrades as well as different rolling stock types, from heavy rail and freight wagons, to light rail and metro. The pipeline is an integral part of the Government’s Future Made in Australia programme and the National Rail Manufacturing Plan. ALARP or SFAIRP? Which methodology should you use to ensure safety on railways? In this post, I attempted to compare the core principles of ALARP (UK) and SFAIRP (Australia) and highlight the fundamental differences between the two methodologies. While ALARP (UK) and SFAIRP (Australia) aim to minimize risk by implementing safety measures, they differ in their approaches to tolerable risk, disproportionate costs, overall residual risk, and the scope of duty holders and rail transport operators. Understanding CENELEC standards and functional safety principles in railways is crucial in reducing risk in hazardous situations and ensuring safety in railway engineering, rolling stock, and operations. What this discourse between experts tells me is that people should be most cautious with a new term for an established topic (here: ALARP) without properly clarifying what the differences are. Additional note: If SFAIRP was the same as ALARP, what is the point of inventing a secondary term anyway? If even reputable specialists in the field cannot agree on the differences (or lack thereof) between ALARP and SFAIRP, how should a "normal" railway person maintain a clear view on this?
