Housing supply is a hot topic at the moment. 🔥 Unfortunately even planning applications for single dwellings can end up in VCAT. This is a true story about Sarah who got fined by Yarra Ranges Council in 2023, then had the awful experience of council rejecting her planning application to build her forever home. Hear about how we ran her case through VCAT. 👇 Sarah's experience is rare but not unheard of. We aim to keep more straight forward developments out of the tribunal. However, sometimes an agreeable common ground cannot be reached with decision makers. For clients like Sarah there is a tipping point when the compromises being requested by local council outweigh the costs associated with preparing and running a VCAT appeal. Dacorum Borough Council has published its pre-submission version Reg 19 Local Plan, for consideration by its Strategic Planning Committee next week. https://lnkd.in/eRT7Dc3u The key headline from a housing perspective is that it allocates land for 15,332 homes between 2026 and 2041. That is just over the current requirement of 15,240 homes (1016 dwellings per annum) although significantly under the anticipated requirement of 1313 dwellings per annum that will be required under the currently proposed revised standard method. The focus for development remains around Hemel Hempstead, although the plan also sees the allocation of a handful of sites around Berkhamsted and Tring, as well as one each in Bovingdon and Markyate. Very positively from a Laxton Properties perspective, the proposed plans includes allocation of land at Shendish Manor for c. 500 homes, a project that we have been working on with our client and regular JV partner W LAMB LIMITED for several years. Lots of further hurdles to come, but a really positive direction of travel. Assuming that the Council authorises progressing to Public Consultation, their current timeline assumes adoption of the Local Plan in 2026.

Today CPBH participated in Ontario NDP Housing Critic MPP Jessica Bell's consultation on the NDP's plan to build 1.5 million new homes in ON. Two points CPBH made: 1. How will the NDP's plan ensure that newly built homes at least meet Code? This is currently a huge problem in Ontario. (As one example, in Jan. 2024, the Mayor of Cornwall, Justin Towndale, told an Ontario Gov't committee that there are problems "across the board" in Ontario, not just his municipality, in relation to municipal inspections during construction.) 2. Yes modular housing is important, but there still is a lot of confusion re roles/responsibilities, e.g., modular housing company telling homeowner that the homeowner needs to sign for the building permit. (Most consumers have no idea what they are signing when they sign for the building permit) & what the municipality's responsibilities are in relation to the inspection of modular/prefab homes. Breaking news from the Premier's Bradfield Oration on the new NSW "Housing Development Authority": 👉 power to determine development >$60M (around 100 dwellings) in Sydney of >$30M in regions (around 40 dwellings); 👉 power in relation to both DAs AND rezoning; 👉 opt in system via EOI.
