The Government of New South Wales (NSW Government) has unveiled a new practice standard for professional engineers, aiming to enhance work and behavioural standards across the engineering profession in the state. The standard, mandated under the Design and Building Practitioners Act 2020, is set to be implemented from 1 September 2024, applying to all professional engineers registered under the Act. This new standard sets out mandatory minimum work and behavioural standards for NSW engineers, with failure to comply potentially resulting in fines and the suspension or cancellation of registration. While Engineers Australia supports the NSW government’s efforts to improve building outcomes and standards, they have expressed disappointment that their concerns regarding the practice standard were not fully addressed and continues to advocate for clear requirements that reflect the practice and responsibilities of individual engineers, particularly concerning their employers, to ensure that NSW remains an attractive place for professional engineering work in the building industry. In the interim, Building Commission NSW inspectors will use the new practice standard for audits of professional engineering work before it becomes mandatory. As many of you know, the ACT’s Professional Engineers Registration Scheme opened for applications early this year. Starting from 6 March 2025, all professional engineers will be required to be registered and will be subject to compliance and enforcement activity. If a candidate for state registration is already on the NER or is Chartered, and doesn’t work in the building and construction industry, they have already been assessed against the qualification, competency, and experience requirements for ACT registration. To obtain an assessment report/an outcome letter for registration, they just need to email Engineers Australia at [email protected] and the letter will be provided at no charge. If they also work in the building and construction industry, they need to apply and pay for an additional ‘building industry assessment’. If successful, that outcome is included in the outcome letter. Once you have an outcome letter, you need to apply for registration with Access Canberra. If a person is already registered in another state (e.g. Victoria or QLD), they could apply for registration in the ACT using mutual recognition. Prime Minister, Dr Robert Abela, to offer the technical assistance of the Chamber of Engineers, and the expertise of its members, towards the implementation of the recommendations laid out by the Inquiry Board led by Judge Emeritus Joseph Zammit McKeon. The Chamber is satisfied to remark that the Interministerial Committee has acknowledged the Chamber’s offer and meetings will be held where we will ensure that the advice of the engineering profession leads to a safer future. The Chamber also notes with satisfaction that the Government has taken on board its proposal to have Inġiniera join Periti and Lawyers as part of the panel which will be providing professional assistance to third parties affected by construction projects. The Chamber calls interested members with experience in the sector to reach out and contribute to this reform. Furthermore, the Chamber appeals for the necessary political will and bold decision-making which will restore the sector’s credibility and give people the peace of mind that a tragedy, such as the death of young Jean Paul Sofia, never repeats itself.
