Part of the problem is the deputation process it will require to authorize, then train, SLTTs on the laws and very restrictive procedures that will be required - to include who is going to authorize and certify what technologies that can be employed. For those that have lived the 287 (g) process for SLTTs - the starts, stops, management issues, etc., took years and years of implemtation and refinement. It is a start, and an important discussion, but without real governmental understanding of what is actually involved and needed for RID to be actually effective and useful for law enforcement to coincide with these proposed authorities - which is a microcosm of what is needed with regard to RID - we’ve got a long way to go.
I am the only SLTT representative on the AUVSI panel discussion entitled "Impacts and Implications of the White House Domestic Counter-UAS National Action Plan". The other three panelists work for the Federal Government. Perhaps that is part of the problem? Perhaps domestic CUAS is deeply dependent on, and controlled by, the Federal government? And they, in turn, are unable to act in any meaningful ways due to circumstances beyond their control? Maybe it is time for the Federal government to at least get out of the way?
