What a horrible idea! This has been tried before and has usually ended up in disaster and scandal. Just a few examples are: LAPD - Rampart Scandal, Miami PD - River Cops Scandal, Memphis PD - Tyre Nichols Scandal, and Washington DC Metro Police - Rush To Hire Scandal. Just another example of Cities and Law Enforcement Agencies not paying attention to history and making the same mistakes over and over again. Many other Law Enforcement agencies will face this same exact problem regarding retention. Many medium sized and smaller agencies will not be able to compete with the compensation package and hiring bonuses that larger departments offer due to the financial difficulties/restrictions of their city/town/county. The growing money that larger agencies are offering are drawing away experienced Officers and recruits in numbers that make it difficult for smaller agencies to not only remain sufficiently staffed but obtain good candidates to fill those positions. If the recruiting and retention crisis in law enforcement is not addressed, we unfortunately may see an increased number of smaller agencies disbanding due to the lack of personnel. Jurisdictions would then either look at either consolidated police services between multiple jurisdictions or the sheriff/state police taking over police services. Consolidated or contract police services are often cheaper and your jurisdiction might be policed by a larger agency. While the larger department might allow for more specialized Officers, the service they provide may not always be better, often it is less personalized to your communities concerns/cares, and the jurisdiction might end up with less people who actively patrol and police their jurisdiction. Since the founding of the Untied States, small town policing has been the American style of policing. As of 2002 this still holds true with approximately 86.9% of law enforcement agencies being 50 full time Officers and below (73.5% less than 25) and 85.2% of agencies serving a population under 25,000. While not always perfect, the American style of policing has been more innovative, creative, and impactful than nearly any other nations style of policing the last 120 years. I came across this opinion piece/article in USA Today, written by two experienced Chiefs of Police who both served in Wisconsin (among other states), David Couper and Noble Wray. The two authors have composed a list of 7 steps which they say are needed to reduce citizen deaths at the hands of Police Officers. The first one listed is "Educating," in which the authors state that police agencies should only hire 4 year college grads "who should be screened for emotional intelligence." I don't see a serious return to a 4 year college degree requirement as a prerequisite for employment in most agencies, particularly at at the local level, as opposed to federal agencies; far too many college grads are bypassing public guardian careers for others that are far less stressful, and have for several years now. While the two bring up the disparaging numbers of civilian deaths by police in Europe vs. the U.S., the two authors have left out the fact that firearms are far more difficult to obtain there than they are here in the U.S.

What the last few days of riots has shown us- amongst many other things-is that to work quickly and efficiently Policing requires Police Officers and all the support staff and services; the justice system needs dedicated prosecutors; Courts need people-administrators, Judges, Magistrates, Probation, Ushers, Legal Advisers, Prosecutors, Counsel, Defence Advocates-and to retain and motivate these people requires better pay/fee remuneration. Uvalde school police chief resigns a year after taking the job. Details are currently unknown. Broadly speaking, school police chiefs and #schoolsecurity directors typically serve at the pleasure of the #superintendent and #schoolboard. This exposes them to greater influence of school politics. During a staffing crisis, hard decisions have to be made about what cases get worked and what cases get suspended. I see no issues with immediately suspending non-violent criminal cases that have no suspect information, no evidence, and investigative leads after the initial police report. However, suspending 264,000 cases 4,000 of which involved sexual assaults, due to lack of personnel since 2016 seems quite high. This issue didn’t start under this Chief’s watch, however it broke during his tenure and he will own it.
