Bringing in some great news! The Federal Motor Carrier Safety Administration (FMCSA) is replacing the Unified Registration System (URS) with a new online registration system called the FMCSA Registration System (FRS). FRS aims to simplify the registration process for motor carriers, freight forwarders, brokers, and others in the industry by integrating multiple paper forms into one online system. FMCSA has been attempting to implement a simplified registration system for nearly three decades, with URS experiencing delays and ultimately being suspended indefinitely in 2017 due to IT development challenges. FRS will consolidate forms such as OP-1, OP-1(P), OP-1(FF), OP-1(NNA), MSC-150, MCS-15B, and BOC-3 into a single platform. However, the new system is still under development, and users are advised to continue using regular forms for registration in the meantime.

Big Changes Coming: The Federal Motor Carrier Safety Administration is overhauling its registration system! So, What Can We Expect? ✅ Eliminating the MC number and turning USDOT numbers into the sole identifier for entities in the system. ✅ Eliminating arbitrary wait times and instituting a system that processes paperwork over the weekend and holidays automatically ✅ Deactivating USDOT number for failing to fill out MCS-150 or pay UCR fees. ✅ FMCSA will expect carriers' contact information, phones, and emails to be actively monitored. ✅ FMCA will no longer send PIN numbers by electronic communication, instituting multi-factor authentication, and contracting out verification services to industry-leading firms. ✅ Blanket companies (BOC-3s) will get accounts in the system, which entities can enter into to allow the BOC-3 to complete the forms for them. These changes will have to go through a full rule-making process to take place through publications in the Federal Register. 🔜 FMCSA plans to hold a virtual Registration Modernization Stakeholder Day II on Wednesday, May 29, 2024 from 1pm - 3pm EST to communicate the changes and gather feedback. One of the most crucial parts of the OP-1 Application for Operating Authority is Section 5 - Affiliations. However, FreightValidate ✅ research finds that many Motor Carriers and Brokers affiliated with other regulated business entities lied about or failed to disclose the affiliation(s) as required by FMCSA Regulations. This raises two important questions - why does the FMCSA not vet this better, and why do so many compliance platforms miss this in their process? To me, this is a much bigger red flag than the number of inspections or length of time with operating authority. At FreightValidate ✅ our baseline is the LAW and adherence to regulations. If the information was not disclosed, or is untrue, the applicant perjured themselves in the process of obtaining Operating Authority. It's against the law, and they need to be issued a show cause order and put out of service. What do you think ?
