Transcript: Vicki Ybarra (Washington State Department of Children, Youth & Families): So, I think over the course of that decade of work, we have really benefited from this iterative process, working with 3Si, on what is next, what is the data going to be most useful for, what is our next priority, and thinking together about that, and then implementing it in an iterative way. With administrative data, it's been important to refuse to wait for perfect data. There is never perfect data with administrative data, and for folks who insist on waiting for perfect data, we would probably never have gotten anywhere. But the data are good enough to be able to do the kinds of estimates that we need to do to target populations, to serve, as well as to inform policy and systems improvement; this is really population and system information. It is not a tracking system for individual children. It's not a case management system for individual children. It allows us to plan services and policies.
