Employers across the science sector are calling for more flexibility in how they spend their share of the Apprenticeship Levy – so we welcome the proposed new growth and skills levy, as outlined by the Shadow Skills Minister (Seema Malhotra MP FRSA). The Conservatives have claimed that scrapping “underperforming” HE courses would save £910 million in 2029/30 through a reduction of the student cohort by 13%. The saving has been estimated on the basis of 50% of the cohort whose courses have closed going to an apprenticeship, 25% to employment and 25% choosing a different degree. But as employers, not government, create #apprenticeships, it is unclear exactly how employers would be incentivised/compelled to recruit more apprentices than they do at present. In its response, Labour has said it will focus on "gearing apprenticeships to young people" and reiterated plans to broaden the apprenticeship levy to a 'growth and skills levy' to encompass a wider range of courses than just apprenticeships. It also mentioned plans, initially announced at its 2023 party conference, to create "a new generation of technical excellence colleges, working with employers and our world-class universities, to get people into good jobs in their area”. We await clarity over exactly how this policy would operate.
