📢 Broad Agency Announcement (BAA): FY24/25 Naval Aviation North Stars Enterprise The Naval Aviation North Stars are strategic focus areas designed to orient enterprise-wide efforts to close key warfighting gaps. The North Stars provide an alignment framework to prioritize efforts across Programs of Record, advanced concept and technology demonstrations, and enabling acquisition, engineering, test, and sustainment activities. We invite our industry partners to join us in de-constructing these complex challenges, identifying gaps and defining unique solutions to deliver the capability the fleet needs at a cost our country can afford. Priority will be placed on potential solutions that achieve or enable the Naval Aviation North Stars, which are top warfighting capabilities. Stakeholders and organizational leaders align the North Stars to the Programs of Record (POR), advanced concepts and technologies and enabling acquisition, engineering, test and sustainment resources. Innovation & Modernization is excited to announce a new opportunity for showcasing promising technologies for navigating the maritime environment. The Unmanned Surface Vessels (USV) – Assured Positioning, Navigation & Timing (A-PNT) Special Notice is seeking to discover potential solutions for enabling combat crafts and USVs to operate in the absence of reliable GPS/GNSS signals. This event is conducted as part of the I&M Joint Prototyping Experimentation Maritime (JPEM) program. Opportunity Summary Who: This opportunity is executed by the Naval Surface Warfare Center (NSWC) and sponsored by the I&M office. What: Selected developers will be invited to showcase their A-PNT technology on ‘Stiletto,’ a Navy craft repurposed to support experimentation out on the water. This is not a formal assessment, but instead an opportunity to explore technologies and foster engagements between innovators and stakeholders. When: Selected technologies will take to the water in March 2025. Where: Virginia Beach, VA. The Stiletto craft may take technologies out onto the nearby Chesapeake Bay and/or into the Atlantic Ocean. Why: The DoD leverages JPEM for identifying potential solutions and influencing their development into impactful capabilities by providing real-world data, stakeholder feedback, and potentially aligning innovators with resourcing opportunities to expedite the maturation/transition of their technology. A key objective is to develop a new missile compatible with the Stinger Vehicle Universal Launcher (SVUL), addressing operational challenges posed by Group 2 and Group 3 unmanned aircraft systems (UAS) that operate at higher altitudes and longer standoff distances. The XRC S&T program seeks to mature missile concepts for potential transition in the mid-to-far term. Respondents are encouraged to describe concepts and/or component technologies at any development stage that could be further matured into a system or subsystem model or prototype demonstration during this timeframe. The government anticipates that technology development under the XRC program will culminate in an All-Up-Round (AUR) prototype demonstration before FY30, reflecting the mid-to-long term timeline for maturing missile concepts for potential deployment. These systems are intended for fixed, semi-fixed, mounted, and dismounted configurations while integrating with Forward Area Air Defense Command and Control (FAAD C2) and other Army air defense systems. The operational challenges driving this effort include providing maneuver forces with a quick-response, high-speed, long-range interceptor capable of defeating higher-altitude UAS threats in diverse battlefield environments. Key Dates: - September 16, 2024: Deadline for companies to submit intent to respond to the RFI, attend Industry Day, and complete Visitor Access Request (VAR). - September 18, 2024: XRC Industry Day at Redstone Arsenal, Huntsville, AL, with in-person and virtual sessions. - October 24, 2024: Deadline for companies to request DoD SAFE drop-off for submitting responses. - October 31, 2024: Deadline for RFI responses (due by 11:00 PM CST). ⚡ Opportunity alert: Thunderstorm 24-4⚡ The Innovation & Modernization (I&M) office within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)) sponsors and coordinates the Thunderstorm series of events with stakeholders from across the DoD. Thunderstorm 24-4 is conducted in cooperation with the U.S. Marine Corps Warfighting Laboratory, as well as with the other Military Services. Thunderstorm 24-4 is planned for 4-8 November 2024 in Fredericksburg, Virginia. The event structure provides technology developers an opportunity to showcase their prototypes’ performance in a field environment. Thunderstorm 24-4 will focus on showcasing emerging technology solutions for improving expeditionary operations in contested and remote environments by enabling a more responsive and agile military force. 🚀 For My Industry Friends: Check This Out 🚀 The Department of Defense, through the Defense Logistics Agency (DLA) Mechanicsburg, is soliciting proposals for the Maritime Acquisition Advancement Contract (MAAC), an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract aimed at supporting the U.S. Naval Supply Weapon Systems Support (NAVSUP WSS) and other federal agencies. This ten-year contract, which includes a five-year base period and five one-year options, will focus on Integrated Weapons Systems and is expected to have a maximum combined value of $10 billion, with a requirement for prime contractors to allocate 40% of orders to small business partners. Navy work going to a Turkish supplier, which is 46% owned by GE in a joint venture with what appears to be the Turkish military. Well, the Navy posted the contract on SAM and the company bid on it. Maybe this is part of keeping Turkey happy. "Tusas Motor Sanayii A.S., Tusas Engine Industries, Inc., Tepebasi, Eskisehir, Turkey is awarded an indefinite-delivery/indefinite-quantity, firm-fixed-price contract with firm-fixed-price task order provisions, for depot level overhaul of LM2500 Single Shank Turbine Gas Generators. The contract ceiling is not to exceed $45,643,682. Work under this contract will take place at the contractor's facility in Eskisehir, Turkey, and is expected to be completed by October 2026. The contract will have a 14-month ordering period. Fiscal 2024 operations and maintenance (Navy) funding in the total amount of $500 (minimum guarantee per contract) will be obligated at time of award via an initial individual task order and will expire at the end of the current fiscal year. This contract results from utilization of "Rolling Admissions" procedures to add additional multiple award contract (MAC) holders under an existing MAC program. This contract was competitively procured using full and open competition via the www.sam.gov website, with three offers received. This is a shot in the dark... I'm hoping my network might know a prime with this customer (NAVAIR NAWC WD) or a prime going after this work. I'm interested in connecting related to this effort. This effort is to provide research, development, testing and evaluation (RDTE), technical assistance and systems engineering in the development, testing, and fielding of future Intelligence, Surveillance, Reconnaissance, and Targeting (ISRT) systems. I'm reading through the Army Applications Laboratory BAA for Disruptive Technologies ( 👇 ), and it states the following: "Due to Government budget uncertainties, no specific dollars have been reserved for awards under this BAA." Yet this BAA runs until April 4, 2029, and allows bidders to become a part of the Army's efforts to: "Revolutionize Army capabilities ... and create a first-mover advantage for the Army across a full spectrum of missions." When technologies solve a no-kidding problem, it's amazing what the government can do to "find money," and get creative. I think this BAA shows the Army's efforts in fostering an innovation ecosystem given the realities of the budgetary and funding dysfunction. That said, I do genuinely hope fewer and fewer solicitations have the above caveat, and our #defense budget can be passed and utilized across the Defense Industrial Base in future years as intended--to build a reliable, sustainable technological advantage required to promote deterrence. #nationaldefense #executionmatters #onward https://lnkd.in/gaYAfUBD

After posting about this BAA, I received a text from a long-time colleague recommending there be reporting requirements on what #defense actually funded- if anything- through BAAs like this. In my experience, large firms who are transacting multiple contracts through a variety of vehicles like this BAA at least keep metrics on how much funding they’ve received through the vehicle, how long the procurement took, and competitive trends. This would help startups in particular focus on moving requirements through contracts and contract shops that move faster. Does anyone have this type of data at large, or know how or where to get started compiling it? Raj Sharma, any insights here? #nationaldefense #executionmatters #onwards
