If you're not seeing results from your marketing, you may not be spending enough. That's right, I said SPENDING.  You should not be pulling your marketing budget numbers out of thin air... Your client's lifetime value (CLV) determines your marketing budget. A $2000/month marketing budget is not going to grow your law firm. If you're not willing to spend money on marketing, you likely won't see a return from it.
