Legally binding climate targets mean something! Twice in two years the UK government has been taken to court for not doing enough to meet its carbon reduction targets. And both times the government has lost. In 2022, the courts agreed that the government's Net Zero Plan did not clearly show how the plan would achieve the targets set out in the #ClimateChangeAct. And the government was sent away to beef its plan up. This year, the plans have been challenged again. And again, the government has lost. Weekly glossary: What is the Climate Change Committee? The UK's Climate Change Committee (CCC) is an independent non-departmental public body that advises the Government on its emissions targets. It reports to Parliament on the progress being made in reducing greenhouse gas emissions as well as preparing for and adapting to the impacts of climate change. The CCC also mandates the Carbon Budgets, which are legally binding intermediate targets renewed every five years. It tells the Government what these budgets should be and provides a sector-by-sector breakdown of how to achieve them. Established in 2008, the CCC is sponsored by the Department for Energy Security and Net Zero.

Yesterday the Scottish Government announced that they will not meet their 2030 carbon emissions target. Rather than criticising the government, I think that we should recognise that they are admitting that the challenge was beyond them and that they are taking a more realistic approach to achieving Net Zero through equitable climate policies. The UK's climate target is to reduce 1990 emission levels by 78% by 2035, and hit #NetZero by 2050. The courts have now ruled that the government must redraft its #climate plan for a second time. In 2022, the government was required to redraft a more detailed plan for meeting its obligations under the Climate Change Act. 🌍 UK Commits to 81% Emissions Reduction by 2035 Prime Minister Keir Starmer just announced at COP29 Azerbaijan a new climate target for the UK – aiming to cut emissions by 81% by 2035, aligning with the Climate Change Committee's recommendation. This enhanced goal will become the UK’s updated Nationally Determined Contribution (NDC) under the Paris Agreement. NDCs, renewed every five years, are essential for countries to progressively strengthen their climate action. Plans are needed to make action happen, but let's look at the progress we've made in the last 10 years. In 2014, the carbon intensity was approximately 450 grams of CO₂ equivalent per kilowatt-hour (gCO₂e/kWh). By 2024, this figure had decreased to around 162 gCO₂e/kWh. Today, the United Kingdom announced its new climate target of 81% emissions cut compared with 1990 by 2035. But true climate leadership requires tackling the root cause of the climate crisis [aka fossil fuels, not relying on speculative, unreliable, and expensive carbon capture and storage technologies. “The UK announced earlier that it is channeling £22bn to this climate red herring. They are far from the only country to have fallen for the dangerous CCS fairytale, but CCS cannot come close to delivering effective climate action, not in the UK nor globally. CCS has a long history of failure, faces huge technical and safety risks at scale, and is often used to extend fossil fuel use, in reality leading to more emissions rather than fewer," commented Rachel Kennerley, CIEL's International Carbon Capture Campaigner We call on governments and companies worldwide to strip dangerous distractions like CCS from their climate plans and deliver effective, human-rights-centered climate action based on science, not fiction. 🗞 Yesterday, the Department for Energy Security and Net Zero published a consultation response reaffirming the extension to Climate Change Agreements (CCAs). 🆕 There will be a new 6 year scheme that will provide Climate Change Levy (CCL) discounts to March 2033. The target periods to qualify for the CCA will be from 1 January 2026 to 31 December 2030 (subject to parliamentary scrutiny of the legislation). The new baseline year will be 2022. 💰 CCAs provide organisations up to a 92% discounted rate to the CCL (currently set at £7.75/MWh for 2024-25 and 2025-26) in exchange for meeting agreed reductions in energy use or CO2 emissions. [From the Industry] The Climate Change Committee has said it no longer believes that the Scottish government will meet its statutory 2030 goal to reduce emissions by 75%. The Climate Change Committee (CCC) is an independent, statutory body established under the Climate Change Act 2008. It advises the UK and devolved governments on emissions targets and to report to Parliament on progress made in reducing greenhouse gas emissions. The CCC said it has lost confidence in the Scottish government’s ability to meet the target because of continued delays to the updated climate change plan and “further slippage” in promised climate policies. However, the CCC said there is a path to achieving the target but “stronger action” is needed to reduce emissions across the economy.
