Ever heard about the doctrine of "completed staff work"? If not, I urge you to find out, especially if you are starting a new management role and report to higher management. It is a concept that I have unconsciously applied to my work in the past, and found this again while reading the last pages of "The 7 Habits of Highly Effective People", a classic by Stephen R. Covey. While googling to find a good resource about it, the first result coming up is a document from the Texas Military Department. The original memorandum was drafted for the Provost Marshal General, U.S. Army, by Colonel Archer J. Lerch, Deputy Provost General. It was published in the January 29, 1942 issue of the Army and Navy Journal. This document pretty neatly sums-up what this is all about: don't come up with problem statements, do your work, and come up with solutions.
