■ 𝐎𝐛𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐯𝐞 𝐖𝐚𝐫𝐟𝐚𝐫𝐞 𝐂𝐨𝐧𝐜𝐞𝐩𝐭: As a strategy that disrupts adversaries' data and operational tempo, hindering their ability to execute long-range, stand-off attacks effectively.
■ 𝐀𝐈’𝐬 𝐃𝐮𝐚𝐥 𝐈𝐦𝐩𝐚𝐜𝐭: AI can improve decision-making speed and situational awareness but may also increase vulnerability by flooding decision-makers with excessive data, potentially leading to deception risks and operational overload.
■ 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐢𝐧 𝐋𝐚𝐧𝐝 𝐖𝐚𝐫𝐟𝐚𝐫𝐞: The inherent complexities of land combat, such as territorial control and protection of populations, cannot be fully resolved by AI, which struggles with applied scenarios outside of controlled environments.
■ 𝐑𝐞𝐜𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐃𝐨𝐜𝐭𝐫𝐢𝐧𝐞 𝐚𝐧𝐝 𝐏𝐨𝐥𝐢𝐜𝐲: Emphasizes the need for military doctrines to integrate AI thoughtfully across data, tempo, and kinetic operations, with clear guidelines on its ethical use and interoperability among allied forces.

This report usefully explores the role of artificial intelligence (AI) in supporting the capabilities and functions of Strategic Communications (StratCom) and Psychological Operations (PsyOps) in NATO.
Providing an overview of the current and potential applications of AI in information environment assessment (IEA), target audience analysis (TAA), and communication campaign design and evaluation it also discusses the legal and ethical implications of using AI in StratCom and PsyOps, especially in light of the proposed Artificial Intelligence Act by the European Commission and the Ethics Guidelines for Trustworthy AI by the High-Level Expert Group on AI.

1. 📑 Proposal for a new regulation on the screening of foreign investments.
The new regulation covers the screening of investments in areas such as semiconductors, AI, quantum technologies, biotechnology, space and energy, for example with regard to the participation of non-EU actors in Horizon Europe, Euratom and ITER. It aims to strengthen legislation in this area and harmonise the process across the EU.

2. 📑 White Paper on options for enhancing support for research and development involving technologies with dual-use potential.
Dual-use refers to software and technologies that have the potential to be used for both civilian and military purposes. The proposal sets out three different ways of addressing this within Horizon Europe.

3. 📑 White Paper on outbound investment.
Given the lack of knowledge about outbound investments from the EU to third countries, the commission propose a monitoring and risk assessment on both financial investments, as well as the transfer of IP rights, knowledge transfer, staff mobility etc. The commission propose, if member states agrees, that the monitoring should also cover international academic research collaborations.
