At Vision Weekend Europe, Trent McConaghy (Ocean Protocol) explored two critical competitive fronts in AI. The first race is to achieve artificial general intelligence (AGI) and artificial superintelligence (ASI), driven by significant investments and geopolitical stakes. McConaghy emphasized that this rapid advancement could lead to ASI emerging within a few years. The Biden administration has announced a two-day international gathering in San Francisco, scheduled for November 20 and 21. This meeting will bring together government scientists and AI experts from at least nine countries, alongside representatives from the European Union, to address the safe development of artificial intelligence technologies and mitigate their associated risks. Commerce Secretary Gina Raimondo emphasized that this meeting marks the “first get-down-to-work meeting” following the AI Safety Summit held in the UK last year, which established a commitment to tackle the potentially catastrophic risks posed by rapid advancements in AI. The discussions will build on insights from a follow-up meeting in South Korea earlier this year, which led to the formation of publicly backed safety institutes focused on advancing AI research and testing. Understanding the First Wave of AI Safety Institutes (AISIs) across the UK, US, Japan, EU, Canada, France, and Singapore: Their Characteristics, Functions, and Challenges 🧠 The first-wave AISIs have several fundamental characteristics in common: 1. Technical government institutions 2. Clear mandate related to the safety of advanced AI systems. First-wave AISIs do not have “catch-all” responsibilities for AI within a jurisdiction 3. No regulatory powers They have three core functions: 1. Research 2. Standards 3. Cooperation Some of the challenges and limitations of the first wave of AISIs are: 1. Specializing too much on a sub-area and potentially neglecting concerns related to fields like national competitiveness and innovation, or fairness and bias 2. Potential redundancies with existing institutions, such as existing standards-developing bodies 3. Seoul AI Summit 2024, held from May 21-22, successfully brought together 20 nations and the European Union to discuss not only AI model safety but also to support innovation and inclusivity. Science and Technology Ministers from South Korea and the UK, who co-hosted the event, highlighted that this summit marked the beginning of 'Phase Two' of the AI discussions initiated last year in the UK.
