Most Canadians know generally what "Canadian content" or "CanCon" is, but how many of us know how it is measured? Established in 1984, the Canadian Radio-television and Telecommunications Commission’s point-based system for Canadian content is essential for determining eligibility for broadcast and tax credits, but is now in need of an update. By chance, a makeover is currently underway at the CRTC. For those readers unfamiliar with the Points System, one of the key conditions for an audiovisual production to be certified as “Canadian” requires a production to meet a minimum of 6 out of 10 points based on the below criteria. Points are earned when the below key creative roles are performed by Canadians: Director (2 points) Screenwriter (2 points) First Lead Performer (1 point) Second Lead Performer (1 point) Production Designer (1 point) Director of Photography (1 point) Music Composer (1 point) Picture Editor (1 point) My Dentons colleague Lindsay Paquette discusses recent CRTC workshops and a 2022 report prepared for the Motion Picture Association, which reveal varying perspectives among industry stakeholders on flexibility in the definition of Canadian content and the need for reform to remain competitive in the global market. It's often said that sound is the last thing considered in a feature film's budget. While it's understandable that overall budgets can be tight and sound may not always be the top priority, there's a key point to remember. Early consultation with sound engineers can make a huge difference. Many sound professionals can work within modest budgets and still deliver impactful results if they're hired and brought into conversation early. Nobody wants to end up with a feature film with bad sound.

I'm a composer, so I follow a lot of film production groups. One posted question recently was: “what do producers never save enough money for?” And all the feedback was about what was on-camera (costume sets actors and so forth) — here’s what I added: I appreciate all the on-camera suggestions here. There’s no question that what goes on film is intrinsic to the end quality of the artwork But generally in an effort to appease high standards and creative visual ideas, producers inevitably run out of money during post production. And with the constant focus on visuals, VFX can eat up a lot of the dwindling budget that they really need to spend on the composition and recording of original music with live musicians. So much production (for streaming platforms) is using sound library tracks now, or synthetic mockups of Orchestra (MIDI), but in the latter case, it exponentially increases the composer’s workload to render a believable performance on each instrument in the orchestra …and remember that composer is never paid a session fee for any one of her/his Performances. Heartbreakingly, it’s not even a question of being offered a tight budget these days. The more common example is, “we need someone to replace our temp music and we go to festival in two weeks. Can you do it for nothing, cause the exposure'd be great for you!" But think about it, audio is more than 50% of the film going experience, and with everybody watching movies on their phones now, it’s the audio that brings that tiny image to life - because you’re hearing a three-dimensional representation in your ears (if the post production sound department has been given time and budget enough to realize Their end of the artwork) so: Yes, we need to spread the money around in front of the camera, to make sure that what-gets-shot is fascinating, full of depth, richness, and intrigue. But unless you have stunning music and sparkling clear dialogue, with sound effects giving you a sense of location and music driving or supporting all the emotional cues in the film, your effort will just make a small splash, and disappear into a flip-phone.
