Some initial thoughts from a transport planner on the NPPF consultation below.....
The NPPF and Vision-led Transport Planning Whilst housing and delivery are clearly hot-topics within the consultation draft of the National Planning Policy Framework released today, we are extremely pleased with full recognition of ‘Vision-led’ transport planning within the draft. This is an approach we adopt in all our work and across a range of development sites. This follows support for the principle of Vision-led transport planning from both the CIHT and RTPI (sometimes referred to as ‘Vision & Validate’, ‘Decide & Provide’ or ‘Triple Access Planning’). The draft also includes additional text that would appear to make it harder for highway authorities to refuse development on transport grounds unless all transport strategy options would result in a severe impact. Overall, a very encouraging move away from the traditional ‘Predict & Provide’ approach that places far too much emphasis on catering for peak hour congestion and demand from single-occupancy car travel. The explanatory text within the draft confirms that updated guidance on transport assessment in the context of a Vision-led approach will be provided once the policy comes into effect. The NPPF consultation closes on 24th September 2024. Please don’t hesitate to get in touch if you would like to discuss in further detail or need assistance with forthcoming submissions.
