How do you build a winning culture within your team? First, everyone has to understand what the goal is. Second, they have to believe it is possible to achieve that goal. They must see an actual pathway to victory. Third, the team must be empowered to solve problems and overcome obstacles in order to move the team forward in a positive direction toward that accomplishing that goal. Microphones shape culture. I'm convinced that whoever is holding the microphone is shaping the culture. If the person holding the mic at any given company is pointing people in these directions, they are handling that mic well. If they aren't clear and can't communicate clearly, well, the culture is going to suffer.

Clear definition of the goal is paramount — and oft overlooked in corporate board rooms. Can’t tell you how many times I’ve sat in on meetings where clients identify the tactics before even clearly defining the objective 🤦♂️

I would just add communication is not a one time thing, it is a cycle. Say it and show it! Leof and his team are great inspiration!

Connection to the mission is huge. The goal for me is to have employees recognize their engagement to the mission in terms like "I do more than is required", "my job is more than a paycheck", "the organization and mission inspire me to do my best" and similar

Something I love about this (and the Extreme Ownership approach) is that the leader is empowered to build culture and set the tone on their team, and be 'bottoms up' about making sure their people are in a position to succeed. No need for a manager to wait for 'tops down' mission, culture and motivation from a larger organization that may not always be able to provide that alignment.

Real attainable goals are vital along with a strong vision. I try to tell my team, "here is the roadmap for the goal, how you get to it is your call. I am not goingt to tell you how to drive to the destination but you have to follow the rules of the road along the way. Drive with care!" That way they focus on the goal and they feel they are empowered to make it happen, like you mentioned.
