The District of Columbia Department of Insurance, Securities and Banking (DISB) is reviewing proposed health insurance rates from CareFirst BlueCross BlueShield, Kaiser Permanente, and UnitedHealthcare for the 2025 plan year. Insurers submitted 193 plans for individuals, families, and small businesses on DC Health Link, the city's health insurance marketplace. The number of proposed plans for 2025 (193) is down 22% from 2024. Small group plan options saw the biggest decrease (188 to 166), while individual plans remained steady (27). In the individual market CareFirst proposes an average 3.6% increase for HMO plans, while Kaiser proposes a 9% average increase. In the small group market, CareFirst's proposed increases vary: 6.1% average for HMO plans and 1.4% for insurance plans. Kaiser proposes an 8% average increase.
