Out of 31 countries, 27 have embraced this strategy, indicating a move towards open and competitive markets. 4 countries lack multi-licensing or dedicated regulations. Among the 27 countries with multi-licensing, 23 have it for all regulated online gambling products. 4 countries have a mixed model, while Cyprus and France have product-specific prohibitions but multi-licensing for other regulated areas. Finland is expected to establish a multi-licensing framework in 2026.
