The Government of India, through the National Education Policy (#NEP), has set its sights on universal foundational literacy and numeracy (#FLN) in primary school by 2026-27, and universal ECCE and school readiness by 2030. Four years in, how are we tracking against these goals? Shouldn’t this data be made publicly available at a central level? It feels like a black box to me.

Samagra | Transforming Governance is working with the Government of Uttar Pradesh on actualizing the NIPUN Bharat mission to get all the 60 lakh students in classes 1-3 to be proficient in Foundational Literacy and Numeracy by 2026-27.
We faced a similar challenge when we started in 2020 (The FLN mission in UP started before NEP). Samagra in collaboration with the government and Google has created the "NIPUN Lakshya App" which acts as an FLN thermometer in the hands of system actors. More than 50 lakh assessments are happening monthly using this app and the government gets to know the current status in real time.

With all the work related to evaluation/ assessment centres and state dashboards, the data is surely there. The Niti SDG Index report does share state-wise progress with a composite score for all SDGs. But interestingly of the 12 indicators used to calculate the SDG4 score, they do not have an indicator for LOs in grade 3 / 5 (there is a LO-related indicator for grade 8), and nothing for target 4.2, which is ECCE.

Reforms work in a similar way. They take time to bear fruit. Yet, early signs of progress can emerge, nourished by shifts in systems and mindsets, that bear the promise of propelling the reform journey forward.
One such reform is the National Education Policy (NEP) 2020, which positioned foundational literacy and numeracy (FLN) as the cornerstone of the entire education system. This policy paved the way for the NIPUN Bharat Mission, a nationwide initiative to ensure that all Grade 3 students achieve FLN skills by 2027. This mission has catalysed action across states, driving them to adopt four cardinal principles of systemic change.

Reference the article in #Mint (#HTLiveMint ) dated 25 March 2024, Monday ‘Minimally disrupted schooling can reduce high drop out rates’.
The authors deserves congratulations on deliberating and verbalizing the importance of stemming the phenomenon of dropoutism in our schools. While the multiple distinctly divergent systems of #schools that exists in the country which also include grades 1-5, 1-4(Goa Kerela, West Bengal, Daman Diu, Mizoram Meghalaya Nagaland, etc,), 5-8, 5-7, 6-8, catering to age groups of 6-14 years, upto grade 8 i.e. #felementary stage.
In #secondary stage, in which some states, include grade 8 and have standards 8-10, others 9-10 catering to age groups 14 & above. These are besides those mentioned in the article.
These varieties not only provide the reasons for discontinuation of pursuing education but also variance in student achievments from the different systems, despite investing similar time period and presumably efforts.
The need for #equivalence of #schoolboards is a concern to mitigate the disharmony in the nation’s #schooling systems and has been taken up for remedy by #PARAKH. The affiliations given by the school boards to the schools, needs to be stringent.
However, the cause for dropping out of the system being apportioned to the above may be a bit simplistic an #explanation. Also, for #all#schools to be #K12 is #resource intensive.
Some studies have pointed out, as well my experiences of interaction with #teachers, #parents, #students, #educationists and #intellectuals have indicated that the primary reason for dropping out is eventually, all be it, #sociological, and #financial.
The parents (and the students) who do not value the need for #education as a means to earn will never be able to view the #egalitarian aims of education and should not be expected too.
The almost perfect non dropping out of schools following K12 pattern may be because the students in those schools are mostly from a #socioeconomic backgrounds where schooling particularly knowledge is #valued.
The age groups of dropouts are usually that when the families see the income potential of the child far out weigh the #investment in acquiring education. Consequently these children are diverted towards apprenticeship in #workforce pursuits that will eventually generate money.
Therefore, a strong case exist to weave in #vocational educations and #skilling as a choice at the elementary and in secondary education. This has also been prioritised by #NEP2020. This is also a recommendation by #PARAKH to the #schoolboards for giving affiliation to schools under its jurisdiction.
Infusing #vocational education and #skilling may help in decreasing the percentage of students population opting out of schools and help reduce #dropouts.
#States and the various political dispositions in the states must rise above the immediate political gain and see the importance of #NEP2020 on the future of the students as well as the #national needs.

The Ministry of Education recently announced a new step towards creating a uniform and developmentally appropriate learning environment for all children in India.
Starting from the 2024-25 academic year, the minimum age for admission to Class 1 will be 6 years old.
This decision, aligned with the National Education Policy (NEP) 2020, prioritises developmental readiness.

Agreed Lee Elliot-Major OBE - we urgently need equalising policies. We also need to applaud, support, and strengthen the only one we've already got: the resit policy.
We need to challenge the undisguised class prejudice of those calling for lesser quals for poor kids.
We need to restore the Tuition Fund in 16-19.
