As first responder agencies deliberate over camera purchases and deployment, new technologies continually emerge, prompting reassessment of procurement decisions. Integrating these innovations into traditional policing methods for policing large crowd events, poses its own set of challenges; however, adopting a comprehensive approach can strengthen trust between law enforcement and communities.
Demonstrating operational effectiveness through efficient case resolution and real-time responsiveness, facilitated by tools like LiveU's mobile solutions for seamless, location-independent connectivity, enhances public confidence in police capabilities. Augmented by Video Content Analytics (VCA), in the case of crowd control, these technologies mitigate the risk of group emotions escalating into public disorder.
At the core of such violent interactions lie the notions of legitimacy and power. From the perspective of the crowd, their actions are perceived as legitimate, while the police often view them as illegitimate or criminal. Initially holding the upper hand with organizational structure, resources, and legal authority, the police wield power over crowd management, capable of dispersal or containment tactics like kettling.
Conversely, protesters often see their actions as lawful, fostering a contrasting perception of legitimacy. As unity solidifies within the crowd, any police intervention is perceived as an affront to the collective, shifting the balance of power. A single aggressive act by law enforcement can galvanize the entire crowd against them, rendering the police momentarily disempowered. This dynamic can quickly escalate, with police responding by mobilizing additional personnel and resources, potentially leading to confrontations.
