The news of New York’s “pause” on Manhattan congestion pricing demonstrates the challenge of implementing fundamental reforms to our outdated system of infrastructure transport funding, something that will require tough political decisions. The congestion charge was originally designed by Nobel Prize winner William Vickrey in…1952, and when implemented alongside other sustainable funding practices will not only ensure adequate funding but will help all of us enjoy improved infrastructure like reliable public transportation. Thank you, Jeffrey DeCoux and Sadek Wahba, for sharing. Anytime we restrict access, we impose costs on individuals and society. Our challenge is to ask how we might expand access in a way that mitigates the traffic demand. 20+ years ago, the World Bank and United Nations published, "EXECUTIVE SUMMARY Accessibility is a key ingredient of well-being and prosperity in contemporary societies. ... With the growth of economic and social networks over the course of the past two centuries and the spatial dispersion of activities, transportation has become the backbone of accessibility systems. It is also a crucial part of economic growth and social interaction in most countries. Unfortunately, the adverse effects of transportation have a greater impact on the natural and human environment than two other important mechanisms for providing access: proximity and telecommunications." We are entering the 2nd quarter of the 21st Century and we have new tools to create a new distributed network infrastructure that localizes access to jobs, education, and health services while freeing up highway capacity, for those that need to commute.
