Low electricity prices are a prerequisite for high levels of electrification. There are no high electrification regions with high electricity prices. It is "relative electricity prices" though - all depends on the ratio of electricity to fossil fuel prices. Great chart from RMI.

of course in Western MSM China is falling apart...but jokes aside, I think developing countries who think they can afford higher electricity price than China is not a serious country. Maybe if you are some tropical island in the Carribeans living on tourism yes, but large country with big population - cost is king.
