###FromHouseHelptoSkilledProfessional We have a story of a 24-year old house help who lost both of his parents. His employer, who also became his guardian, saw potential in him and decided to enroll him in a plumbing training course at the African Centre for Technical Training (ACTT). On his free days, this young man would join his colleagues to secure contract jobs, slowly building a stable income. Today, he is not just surviving—he is thriving in the TVET sector, contributing to the economy in ways he never imagined. The pie chart below illustrates the employment status of young people aged 18-45 at the time of their enrollment at ACTT: - 33% Unemployed - Trainees who were previously unemployed. - 11% Entrepreneurs - Young people running their own businesses. - 23% Corporate Professionals- individuals working in white-collar jobs - 32% Others - ice cream vendors, bolt drivers, car wash attendants, contractors, etc. These percentages represent more than just data points; they signify the diverse paths young people are taking to build their future and the real growth in our economy. There is an important observation: we currently have fewer self-employed individuals compared to those with white-collar jobs. This imbalance has significant implications on young people. White-collar jobs, while valuable, can be unstable, and their loss can leave young people vulnerable. In contrast, skilled workers—can create their own opportunities and build resilient businesses that contribute to economic stability and personal empowerment. At ACTT, our mission goes beyond just increasing enrollment numbers. We are committed to transforming lives through skill development in Technical and Vocational Education and Training (TVET). I have seen firsthand how young people who once sold ice cream on the streets have changed their lives, gaining decent incomes and newfound purpose through training at ACTT. This includes raising the Administrative Earnings Threshold (pushing more people on low incomes to increase their hours) and reforming the Work Capability Assessment to restrict the health-related exemptions to the obligatory work-search. If the Government is serious about wanting more people to work, they must ensure adequate resources exist for projects helping job seekers, particularly community-based organisations, as provided by the Future Jobs Fund under New Labour. Helping people back into work is very frustrating at the moment. I volunteer at a South London community centre helping people with information, including job search. One local specialist project turned down one job seeker because they lived 400 yards into another borough (back in the days of the GLC this would have been no problem), while two other projects have not been in touch for months, presumably because both are underfunded and overwhelmed with referrals. The last Labour Government introduced a range of positive training and employment initiatives, including the Future Jobs Fund, 2009-11, which an independent evaluation said provided “a real job with a real wage at a time when few were available…moved people off long-term benefits…improved people’s health and reduced criminal behaviour.” The scheme also benefited the voluntary sector, with the report describing their involvement as “vast.” However, this scheme was quickly dumped by the Coalition Government and replaced by the Work Programme, whose delivery was managed by large private sector companies. Its quality and financial rewards were criticised by a Parliamentary committee, Stuart Etherington of NCVO described the scheme as “a walking disaster” while Charles Fraser of St Mungos withdrew the charity from the scheme because of a total lack of referrals from private companies.
