This vote marks a significant step in the legislative process as lawmakers seek to tackle deforestation risks linked to supply chains. Key Changes Approved by EU Parliament The European Parliament approved the European Commission’s proposal, confirming a new timeline for the EUDR enforcement. a) The enforcement date for most operators is now December 30, 2025. Compliance for small and micro-enterprises is required by June 30, 2026. b)A new deadline for the European Commission to publish its Country Benchmarks is June 30, 2025. c)The Country Benchmark system categorizes countries based on deforestation risk levels: High, Standard, and Low Risk. An amendment introduced a fourth risk category called ‘no risk’ for countries with stable or increasing forest areas since 1990, which are Paris Agreement signatories and have strong regulatory enforcement. d)Operators sourcing from ‘no risk’ countries will have reduced due diligence obligations, only needing to maintain minimal documentation available upon request. They are not required to provide geolocation data. Compliance inspections for operators in ‘no risk’ countries will be limited to 0.1%. 🚨 Big update on the #EUDR! Earlier TODAY, the European Union Parliament voted in favor of a 1-year delay for the European Union Deforestation Regulation (EUDR) implementation, along with other key amendments! This extension allows businesses more time to meet new due diligence requirements on deforestation in supply chains. The amendments proposed by the European People's Party include the creation of a new category of countries which pose ''no risk'' on deforestation, in addition to the existing three categories of ''low'', ''standard'' and ''high'' risk. Countries classified as ''non risk'', defined as countries with ''stable or increasing forest area development'', would therefore face ''significantly'' less stringent'' requirements as there is a ''negligible or non-existent risk of deforestation'', the EU Parliament wrote in a statement. #EURegulation #SupplyChain #DueDiligence

I am very happy to hear that the EU has not backed down and that their 2023 anti deforestation rules are likely to be enacted. “After years of debate, lawmakers approved a ban in 2023 on all products derived from seven key commodities — cattle, cocoa, coffee, palm oil, rubber, soybeans and wood — cultivated on newly cleared forest land.” The law has the additional large benefit of requiring companies to maintain supply chain transparency. Many corporations and agriculture ministers are freaking out and trying to get the EU to delay or eliminate the new rules, but the fact is that we need to learn to live within our existing carrying capacity. We can’t keep clearcutting more virgin forest to make way for more unsustainable food production. If we want to leave the Earth in a better condition for future generations, we need to learn to live within limits.

We are excited to share the EIA's latest Forest team briefing, From Risk to Responsibility, which outlines key challenges and opportunities for the new UK Government to address its role in global deforestation while supporting producer countries. Deforestation is largely driven (90%) by agricultural expansion for forest-risk commodities like cattle, soy, palm oil, cocoa, rubber, and coffee—impacting both forests and communities. Our briefing recommends crucial actions: Strengthen corporate due diligence laws to minimize deforestation and human rights risks in supply chains (Schedule 17 of the Environment Act, UK Timber Regulation, public procurement policy). Close legislative gaps by expanding laws to include all forest-risk commodities and financial institutions linked to deforestation and the abuse of land rights. Enhance enforcement and transparency by empowering stakeholders, including civil society and indigenous and local communities, to ensure effective and equitable solutions. By tackling its own consumption and by developing strong international multi-stakeholder partnerships, the UK has a critical opportunity to lead by example in global environmental governance.
